POWER performed electrical control system design, testing and commissioning for a boiler addition to Covanta’s Honolulu Resource Recovery Venture. The new boiler added approximately 20 MW to the total output of the existing system. POWER designed and supervised construction of control panels required for the ECS system. POWER configured communication settings for approximately 35 IEDs, including protective relays and multi-function meters. POWER configured redundant Citect HMI servers used for monitoring and control of the ECS. The HMI is additionally used for trending and recording of historical data. As part of the scope, POWER designed, configured, tested, and implemented an IEC-61850 GOOSE messaging scheme in approximately 20 protective relays. The message scheme, one of the first of its kind to be implemented, generates event reports in adjacent relays following a trip event in another relay. Working under a fast-track schedule, POWER designed, built, tested, and delivered four ECS control panels to the facility within four months. POWER also assisted Covanta with the development of SCADA design standards to be used in this project as well as future installations.
