AEP, one of the largest utilities in the nation, had to meet sudden increased system demands due to the development of the Utica and Marcellus shale gas deposits found in its Ohio service territory. Multiple gas companies, including MarkWest, had urgent power supply needs, requiring fast-track substation additions to AEP’s system. To meet the demanding schedule, POWER Engineers managed both the AEP and MarkWest facilities as a single project with a subsequent division of the Power Delivery facilities.

POWER Engineers was the Program Manager for this series of customer-driven capital improvement projects to meet the gas companies’ urgent deadlines. POWER’s role as Program Manager was a variation of the traditional Owner’s Engineer model that AEP had used. The model, similar to EPCM, maximized AEP’s role in procurement and POWER’s role in engineering, project controls, and construction management.
